Research on foreclosed homes

Can someone tell me how to get started finding tax lien homes. What happens when a investor buys a href="http://www.buytaxlienhome.com/government-tax-lien-certificates.html">government tax lien certificate and the property is foreclosed on? Where do I go to buy them? I have done research on foreclosed homes and pre-foreclosed homes. How is this different? Is the invested money safe?
